Baby fire in my garden

I'm watching tv, look outside and see 1 foot tall green flames in my daisy gardenia plant! I run out there and scream what the he'll is going on out here?! Bad neighbor 4 yr old started a baby fire with a firecracker/sparklers and her crackhead mom was like it was an accident. And I was like well it is dangerous, damaging my property and inappropriate! I slammed the door and went back inside
